Neck Edging:
With RS facing, using crochet hook, beg at center back neck, work in sc around entire neck edge, join with a sl st in first sc.  Fasten off.

Neck Fringe:
Cut two 11” long strands of yarn.  Put strands tog and fold in half.  With crochet hook, draw center of strands through bound-off st of V-Neck below sc edging forming a lp.  Pull ends of fringe through this lp.  In this manner, make fringe along both edges of front neck to 1” below shoulders, working below sc edging.  Trim fringe to even off if necessary.

Note:
For speedier cutting, wrap yarn multiple times around a piece of cardboard that is the desired length of fringe.  Cut lower edge to free wrapped strands.
